Annotation

The article explores the development of socio-economic systems in the context of digitization. The object of the study is the issues of digital transformation that need to be taken into account in the national policy of Ukraine for the successful realization of national goals in technological development of society and the state. It is established that the field of scientific research in the digital government emerged in the late 1990s based on interdisciplinary synthesis, covering aspects of information research, information systems, public administration, political science, informatics, and business administration.The article analyzes the experiences of foreign countries regarding pressing issues (digital agenda, digital government, digital inequality), which are an integral part of digitization and mutually influence each other. In examining the reasons for the success or failure of the digital government, we found that modern research is divided into two main areas: studying the toolkit and program initiatives of government bodies and examining citizens' receptiveness to innovations. It is determined that citizens' trust is an essential condition for the success of digital transformation at the state level, where transparency and the absence of corruption, strong technological and institutional foundations for the implementation of development strategies, must be mandatory. The general process of government digitization can be seen as four sequential stages: digitization of government technologies, transformation, interaction of management elements, and contextualization (policy implementation).The conclusion is drawn that an effective instrument for addressing societal resistance to technological development in the digital agenda can only be complex measures to improve the quality of life for citizens. The successful functioning of the digital government is based on nine components of evolutionary development, with the ultimate stage being the digital ecosystem of the state. The most challenging issue to focus on in developing roadmaps for technological improvement is digital inequality, which significantly impacts the stability of socio-economic systems
